No: RPG Desk runs in the browser (Chrome, Edge, Firefox or Opera, up to date). If you prefer, there is also the Windows app, with the same interface.

It does, in the phone’s browser. On a narrow screen, the room’s spaces merge into one, with the tabs side by side. For running games, a computer is more comfortable.

It speaks Portuguese and English. Switch in Settings → General → Language. Each person chooses their own language; in the same room, one person can play in Portuguese and another in English.

Whoever joins a room for the first time is a spectator: they watch and chat, but have no sheet. Ask the game master to make you a player. See Roles and moderation.

Type /r and the roll in the chat (/r 1d20+5), use the quick dice below the message box or the buttons on your sheet. See Dice and rolls.

Alt + click on the map, or hold the mouse button still: everyone sees the ping. See Scene and map.
